American lawmakers are meeting during the weekend for the initial time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to diminish as Republican senators proposed a plan toxic to Democrats: scrapping the ACA, known as Obamacare.
Growing Impact of Government Shutdown
The effect on US citizens from the longest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
President's Proposal from Golf Course
As weekend session got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is truly better for the consumer," one senator stated.
Another senator praised Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Reaction
Opposition lawmakers shared alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another senator reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I applaud your support for Medicare for All."
Ongoing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a handful of centrist lawmakers to end the shutdown in return for a later vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans turned down an offer to restart the government and continue the payments for a year.
Another leading Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the payments before negotiating the future of the subsidies.
"Inaction is derelict because people will go into debt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress fails to act."
Partisan Situation
None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.
Some observers suggested that the essence of such a plan would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.
After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough backing in 2017.
